Dempster in the context of statistical inference, and was later developed by Glenn Shafer as a general framework for modelling epistemic uncertainty. These early contributions have been the starting points of many important developments, including the Transferable Belief Model and the Theory of Hints. The theory of belief functions is now well established as a general framework for reasoning with uncertainty, and has well understood connections to other frameworks such as probability, possibility and imprecise probability theories. The BELIEF conferences (sponsored by the Belief Functions and Applications Society https://www.bfasociety.org/) are dedicated to the confrontation of ideas, the reporting of recent achievements and the presentation of the wide range of applications of this theory. The first edition of this conference series was held in Brest, France, in 2010, the second edition in Compiègne, France, in 2012, the third edition in Oxford, UK, in 2014, the fourth edition in Prague, Czech Republic, in 2016, and the fifth edition in Compiègne, France, in 2018. The Sixth International Conference on Belief Functions (BELIEF 2021) will be located in Shanghai, China, on October 15-19, 2021, together with the 2021 International Conference on Cognitive analytics, Granular computing, and Three-way decisions (CCGT). It will be held totally or partially online depending on the evolution of the COVID-19 situation. Submission and Proceedings ======================= The proceedings of the BELIEF 2021 conference will be published by Springer-Verlag in a volume of the Lecture Notes in Artificial Intelligence (LNCS/LNAI) series and indexed by: ISI Web of Science; EI Engineering Index; ACM Digital Library; dblp; Google Scholar; IO-Port; MathSciNet; Scopus; Zentralblatt MATH. Previous BELIEF proceedings can be found on SpringerLink. Authors should consult Springer’s authors’ guidelines and use their proceedings templates, either for LaTeX or for Word, for the preparation of their papers. Springer encourages authors to include their ORCIDs in their papers. In addition, the corresponding author of each paper, acting on behalf of all of the authors of that paper, must complete and sign a Consent-to-Publish form. The corresponding author signing the copyright form should match the corresponding author marked on the paper. Once the files have been sent to Springer, changes relating to the authorship of the papers cannot be made. IJAR Special issue ============== Authors of selected papers from the BELIEF 2021 conference will be invited to submit extended versions of their papers for possible inclusion in a special issue of the International Journal of Approximate Reasoning. Tutorials ============= The program of this edition of the BELIEF conference will include tutorials from experts on belief functions and their applications. The objective of this track is to present and discuss a broad and diverse range of current work on uncertain reasoning, including theoretical and applied research based on different paradigms. We hope that the variety and richness of this track will help to promote cross fertilisation among the different approaches for uncertain reasoning, and in this way foster the development of new ideas and paradigms. The Special Track on Uncertain Reasoning (UR) is the oldest track in FLAIRS conferences, running annually since 1996. The UR '21 Special Track at the 34th International Florida Artificial Intelligence Research Society Conference (FLAIRS-34) is the 26th in the series. Like the past tracks, UR'21 seeks to bring together researchers working on broad issues related to reasoning under uncertainty. Papers on all aspects of uncertain reasoning are invited. Papers of particular interest include, but are not limited to: - Uncertain reasoning formalisms, calculi and methodologies - Reasoning with probability, possibility, fuzzy logic, belief function, vagueness, granularity, rough sets, and probability logics - Modelling and reasoning using imprecise and indeterminate information, such as: Choquet capacities, comparative orderings, convex sets of measures, and interval-valued probabilities - Exact, approximate and qualitative uncertain reasoning - Inference and learning with graphical models of uncertainty (e.g., Bayesian networks) - Multi-agent uncertain reasoning and decision making - Decision-theoretic planning and Markov decision process - Temporal reasoning and uncertainty; non-monotonic reasoning; similarity-based reasoning - Conditional logics, description logic, logic programming - Argumentation - Belief change and merging - Construction of models from elicitation, data mining and knowledge discovery - Uncertain reasoning in information retrieval, filtering, fusion, diagnosis, prediction, situation assessment - Uncertain reasoning in data management - Practical applications of uncertain reasoning (e.g., machine learning, computer vision and animation) All accepted papers will be published as FLAIRS proceedings by AAAI Press. The papers should be original work (i.e., not submitted, in submission, or submitted to another conference while in review). Papers should not exceed 6 pages (4 pages for a poster) and are due by November 17, 2020. For FLAIRS-34, the 2021 conference, the reviewing is a double-blind process. Author names and affiliations must be omitted on submitted papers to provide double-blind reviewing. The papers will be reviewed by at least three reviewers. Papers must be submitted as PDF through the EasyChair conference system, which can also be accessed through the main conference web site. There are two kinds of submissions: full paper (up to 6 pages) to be presented by the author in a 20 minute oral presentation; short paper (up to 4 pages) to be presented in a poster session. Authors should indicate the special track "Uncertain Reasoning" for submissions. The proceedings of FLAIRS-34 will be published by the AAAI. Authors of accepted papers will be required to sign a form transferring copyright of their contribution to AAAI. [SIPTA] [Call for Participation] Translating V. P. Kuznetsov's 1991 "Interval Statistical Models"

Dear SIPTA members, This is a call to participate in the project to collectively translate Vladimir P. Kuznetsov's 1991 “Interval Statistical Models”. If you are interested, please read on and reply to me at e.quaeghebeur(a)tue.nl to indicate your degree of interest. *** Kuznetsov's 1991 “Interval Statistical Models” is an early text in the domain of imprecise probabilities <http://www.sipta.org/index.php?id=kuznetsov>. It is currently only available in Russian. Some years ago, SIPTA was allowed to make the text freely available <http://www.sipta.org/index.php?id=res#kuz>. SIPTA also has been given the right to create a translation of the text. A project to enable such a collective translation of the book has been set up under the umbrella of SIPTA, initiated by Enrique Miranda and myself. With the help of some others, we have done a first effort, to show that a full translation is feasible, given time and persistence. The current state can be found at <https://surfdrive.surf.nl/files/index.php/s/hAgjxS8SyGhxmUt>. The end goal is a publishable translation, but the effort may prove useful long before that goal is reached. Everyone can contribute and is encouraged to participate. People that know Russian are obviously very valuable as translators or translation-correctors. However, many tasks do not require knowing Russian (beyond Google translate): transcribing math, recreating figures in TikZ, looking for translation grants, recruiting native Russian speakers, project management, etc. We track individuals' contributions, so that everyone involved can be given due credit. The project is housed on GitHub, as a (currently) private organization. SIPTA members interested in just having a look or participating should send their GitHub user name to me at e.quaeghebeur(a)tue.nl in reply to this message. I will give you access and initiate follow-up steps in case you express an interest to participate.
