The theory of belief functions also referred to as evidence theory or Dempster-Shafer theory, was first introduced by Arthur P. Dempster in the context of statistical inference, and was later developed by Glenn Shafer as a general framework for modeling epistemic uncertainty. These early contributions have been the starting points of many important developments, including the Transferable Belief Model and the Theory of Hints. The theory of belief functions is now well established as a general framework for reasoning with uncertainty, and has well understood connections to other frameworks such as probability, possibility and imprecise probability theories. This theoretical framework has a broad field of application, including information fusion, pattern recognition, auditing, etc. The second BFAS spring school will take place at IHEC in the historical and magnificent city of Carthage in Tunisia. The aim of this spring school is to promote this theory and to introduce interested students and researchers to the basics of belief functions, both theoretical and applied. The school is organized into several lectures given by international experts. They will bring both theoretical and practical backgrounds, in a friendly environment favoring interaction between participants. ADT seeks to bring together researchers and practitioners coming from diverse areas such as Artificial Intelligence, Database Systems, Operations Research, Decision Theory, Discrete Mathematics, Game Theory, Multiagent systems, Computational Social Choice, and Theoretical Computer Science in order to improve the theory and practice of modern decision support and automation systems. The contemporary theory and practice of decision theory and decision analysis must account for the presence of massive databases containing data extracted from the web or via data mining, combinatorial structures, partial and/or uncertain information, and distributed, possibly interoperating decision makers, and the existence of masses of potential users on the web. Such problems arise in various real-world decision making problems such as electronic commerce, and recommender systems, network optimization (communication, transport, energy), risk assessment and management, e-government. ADT provides a multi-disciplinary forum for sharing knowledge in this area with a special focus on algorithmic issues in Decision Theory. The two first International Conference on Algorithmic Decision Theory (ADT 2009, 2011) brought together researchers and practitioners from diverse areas of computer science, economics, and operations research from around the globe, with proceedings published in LNAI 5783 and LNAI 6992. The workshop will run from Monday 18 March until Thursday 21 March 2013. Key to solving many large industrial scale problems is assimilation of data along with real-time simulation of a physical system, combined with uncertainty quantification to allow risk-informed decisions to be made. Often these systems are highly non-linear and require vast computing power, which presents a serious challenge to assimilation of data in real-time, and to quantify uncertainty bounds resulting from model uncertainty and measurement error. A major aim of SIMRIDE is to facilitate the link between industry and academia. The workshop will consist of talks by people from both camps, with ample time for discussion in a relaxed environment. WPMSIIP 2013 (5-10 Sept 2013, Lugano, Switzerland) Sixth Workshop on Principles and Methods of Statistical Inference with Interval Probability http://ipg.idsia.ch/wpmsiip2013 Dear friends and colleagues, The Imprecise Probability Group (ipg.idsia.ch) at the Dalle Molle Institute for Artificial Intelligence (IDSIA) organizes a workshop on principles and methods of statistical inference with interval (and more generally imprecise) probability. This workshop is a follow-up to five earlier WPMSIIPs held in Durham (2008, 2010), Munich (2009, 2012), and Ljubljana (2011). The workshop runs from Thursday the 5th of September until Tuesday the 10th of September 2013. Each of the five workdays of the workshop will start at 9am and will be focused on a specific topic. On Sunday the 8th of September a walking tour in the mountain area around Lugano is planned. The major aim of the workshop is to stimulate discussion on ongoing research, therefore especially the afternoons are structured very informally. If so, you are invited to participate in DAGGRE, a research project sponsored by the Intelligence Advanced Research Projects Activity (IARPA), part of the Office of the Director of National Intelligence. Research has shown that groups tend to do better than most individuals, and that you can be pretty accurate in many cases by simply averaging everyone's opinion (the "wisdom of the crowds" effect). Our goal is to improve on this averaging strategy to dramatically enhance the accuracy, precision and timeliness in crowdsourced forecasts of strategic interest. DAGGRE uses a combinatorial prediction market to aggregate information from large numbers of participants to arrive at a market consensus forecast. The market is essentially set up as a game, where events are listed for you to make estimates of their probability. You gain or lose points depending on how close your prediction is to the final resolution. The current market probability reflects the market consensus of the likelihood that the event will happen. When the truth is revealed (i.e., the event happens or the expiration date arrives without the event happening), participants gain or lose points based on the forecasts they made. San Andres is the biggest island in this archipelago. Due to its ecosystem, biodiversity and beautiful landscapes, the UNESCO declared this archipelago in the year 2000 as Sea Flower Biosphere Reserve. Many historians agree that the archipelago was discovered in 1629 by English Puritans and Jamaican woodcutters and was then conquered by the Spanish in the second half of the 17th century. For two hundred years the English, Dutch, French and Spanish disputed ownership. During that same period, the famous English pirate Henry Morgan used San Andres as his base of operations and according to legends, as a hideaway for his much acclaimed treasure. A small mountain range, covered with coconut palms which rises to an elevation of 55 meters, crosses San Andres running north to south. The eastern shore is made of limestone deposits and white clay covered in part by coral sand carried in by the waves. The topsoil is thin and of a dark reddish color with frequent outcroppings of coral rock. The coral formation of San Andres, and particularly the reefs along the eastern shore, gives the sea an unbelievably beautiful array of colors. The climate is stable the year around. The meetings are held in Shonan Village Center (near Tokyo), which offers a combination of facilities for conferences, trainings, lodging in a resort-like setting. The friendly and open atmosphere is to promote a culture of communication and exchange among the meeting participants. The NII International Meetings are managed by National Institute of Informatics (NII) in Japan. (2) Scope and Style NII Shonan Meetings follow the style of the Dagstuhl Seminars. A meeting usually lasts for four days (Monday to Thursday) or shorter. It is initiated by at most three organizers (one from Asia), established leaders in their field, representing the different communities invited to the Seminar, preferably from different institutions. NII invites on their behalf about 25 to 35 researchers of international standing from academia and industry. Like Dagstuhl Seminars, an NII Shonan Meeting typically does not come with a fixed program. Instead, the pace and the program are guided by topics and presentations that evolve through discussions. In particular, NII does not require participants to submit a paper for presentation, or to give a presentation at all. On the contrary, NII encourages to present new ideas and work in progress. All administrate work of a meeting will be supported by the NII team in the preparation phase and during the seminars themselves, so that the organizers can focus on choosing research topics and selecting active researchers for the meeting. (3) Proposal Submissions NII invites international standing scientists to submit proposals for international meetings (with about 25-35 participants) on any topics of informatics. Dear SIPTA colleagues, Durham is organising a workshop on simulation and decision making - see announcement below. Contributions linking imprecise probability to simulation are obviously also very welcome. Registration is not open yet, but if you are interested, please drop me an email. Cheers, Matthias --- [Apologies for cross-posting] http://www.maths.dur.ac.uk/users/matthias.troffaes/simride2013/ The Department of Mathematical Sciences and the School of Engineering and Computing Sciences, Durham University, organise a workshop on uncertainty quantification and data assimilation in numerical simulation of physical systems for risk-informed decision making; in short, simulation for risk-informed decisions, or SIMRIDE. The workshop will run from Monday 18 March until Thursday 21 March 2013. Key to solving many large industrial scale problems is assimilation of data along with real-time simulation of a physical system, combined with uncertainty quantification to allow risk-informed decisions to be made. Often these systems are highly non-linear and require vast computing power, which presents a serious challenge to assimilation of data in real-time, and to quantify uncertainty bounds resulting from model uncertainty and measurement error. A major aim of SIMRIDE is to facilitate the link between industry and academia. The workshop will consist of talks by people from both camps, with ample time for discussion in a relaxed environment. The Department of Computing and Communications Technologies at Oxford Brookes University is pleased to announce that it is able to offer a Doctoral Bursary to a new PhD student in for full time study commencing in January 2013. The successful applicant will have course fees waived and will be awarded a bursary of £10,000 per annum for three years (with no inflation increase). The PhD project will be focus on decision making and estimation. These are central problems in most applied sciences, as both people and machines need to make inferences about the state of the external world, and take appropriate actions. Traditionally, the (uncertain) state of the world is assumed to be described by a probability distribution over a set of alternative, disjoint hypotheses. Sometimes, however, as in the case of extremely rare events (e.g., a volcanic eruption), few statistics are available to drive the estimation. Part of the data can be missing. Furthermore, under the law of large numbers, probability distributions are the outcome of an infinite process of evidence accumulation, drawn from an infinite series of samples: in all practical cases, instead, the available evidence only provides some sort of constraint on the unknown probabilities governing the process. All these issues have led to the recognition of the need for a coherent mathematical theory of uncertainty. Shafer’s theory of belief functions, in particular, allows us to express partial belief by providing lower and upper bounds to probability values. It is appealing because it addresses all the above mentioned issues; its rationale is neat and simple; it is a straightforward generalization of probability theory; it does not require abandoning the notion of event. The widespread influence of uncertainty at different levels explains why belief functions are being increasingly applied to fields as diverse as robotics, fault analysis, decision making, sensor fusion, machine vision, and many more. Mathematically, a belief function is a random set, i.e. a probability distribution on the power set (the collection of all subsets). Equivalent alternative interpretations can be given in terms of compatibility relations, inner measures, and sum functions. However, the necessary mathematical tools for prediction and estimation in this framework have only partially been developed yet, due to their inherent complexity: this is the case, in particular, for the generalization of the classical total probability theorem to belief functions. The aim of this studentship is to study the mathematical properties of belief functions, and give a contribution towards the development of crucial tools such as the total belief theorem. These models include lower and upper expectations or previsions, interval valued probabilities, sets of probability measures, belief functions, Choquet capacities, fuzzy measures, comparative probability orderings, possibility measures, plausibility measures, and sets of desirable gambles. Imprecise probability models are needed in inference and decision problems where the relevant information is scarce, vague or conflicting, and where preferences may be incomplete. In this edition, we are particularly interested in contributions dealing with the connection between belief functions and other imprecise probabilistic models, as well as by contributions concerning real-world applications emphasizing the advantages and challenges of using imprecise probability theories in them. Best, Fabio The Department of Computing and Communications Technologies at Oxford Brookes University is pleased to announce that it is able to offer a Doctoral Bursary to a new PhD student in for full time study commencing in January 2013. The successful applicant will have course fees waived and will be awarded a bursary of £10,000 per annum for three years (with no inflation increase). The PhD project will be focus on decision making and estimation. These are central problems in most applied sciences, as both people and machines need to make inferences about the state of the external world, and take appropriate actions. Traditionally, the (uncertain) state of the world is assumed to be described by a probability distribution over a set of alternative, disjoint hypotheses. Sometimes, however, as in the case of extremely rare events (e.g., a volcanic eruption), few statistics are available to drive the estimation. Part of the data can be missing. Furthermore, under the law of large numbers, probability distributions are the outcome of an infinite process of evidence accumulation, drawn from an infinite series of samples: in all practical cases, instead, the available evidence only provides some sort of constraint on the unknown probabilities governing the process. All these issues have led to the recognition of the need for a coherent mathematical theory of uncertainty. Shafer’s theory of belief functions, in particular, allows us to express partial belief by providing lower and upper bounds to probability values. It is appealing because it addresses all the above mentioned issues; its rationale is neat and simple; it is a straightforward generalization of probability theory; it does not require abandoning the notion of event. The widespread influence of uncertainty at different levels explains why belief functions are being increasingly applied to fields as diverse as robotics, fault analysis, decision making, sensor fusion, machine vision, and many more. Mathematically, a belief function is a random set, i.e. a probability distribution on the power set (the collection of all subsets). Equivalent alternative interpretations can be given in terms of compatibility relations, inner measures, and sum functions. However, the necessary mathematical tools for prediction and estimation in this framework have only partially been developed yet, due to their inherent complexity: this is the case, in particular, for the generalization of the classical total probability theorem to belief functions. The aim of this studentship is to study the mathematical properties of belief functions, and give a contribution towards the development of crucial tools such as the total belief theorem. This workshop is a follow-up to four earlier WPMSIIPs held in Durham (2008, 2010), Munich (2009), and Ljubljana (2011). The WPMSIIP workshop runs from Monday 10 September until Saturday 15 September 2012. Each of the five workdays is focused on a specific topic, while on Saturday 15 an excursion is planned. The major aim of the workshop is to stimulate discussion of ongoing research in imprecise/interval probability theories, providing a platform to discuss unsolved problems and to address unanswered questions. Therefore, especially the afternoons are structured very informally. A new search paradigm is emerging, where the user perspective is completely reversed: from finding to being found. Recommender Systems may help to support this new perspective, because they have the effect of pushing relevant objects, selected from a large space of possible options, to potentially interested users. To achieve this result, recommendation techniques generally rely on data referring to three kinds of objects: users, items and their relations. Recent developments of the Semantic Web community offer novel strategies to represent data about users, items and their relations that might improve the current state of the art of recommender systems, in order to move towards a new generation of recommender systems which fully understand the items they deal with. More and more semantic data are published following the Linked Data principles, that enable to set up links between objects in different data sources, by connecting information in a single global data space: the Web of Data. Today, Web of Data includes different types of knowledge represented in a homogeneous form: sedimentary one (encyclopedic, cultural, linguistic, common-sense) and real-time one (news, data streams, ...). This data might be useful to interlink diverse information about users, items, and their relations and implement reasoning mechanisms that can support and improve the recommendation process. The challenge is to investigate whether and how this large amount of wide-coverage and linked semantic knowledge can be automatically introduced into systems that perform tasks requiring human-level intelligence. Examples of such tasks include understanding a health problem in order to make a medical decision, or simply deciding which laptop to buy. Recommender systems support users exactly in those complex tasks. The primary goal of the workshop is to showcase cutting edge research on the intersection of Semantic Technologies and Recommender Systems, by taking the best of the two worlds. This combination may provide the Semantic Web community with important real-world scenarios where its potential can be effectively exploited into systems performing complex tasks. ISWC is a major international forum for presenting visionary research on all aspects of the Semantic Web. The Uncertainty Reasoning Workshop is an exciting opportunity for collaboration and cross-fertilization between the uncertainty reasoning community and the Semantic Web community. Effective methods for reasoning under uncertainty are vital for realizing many aspects of the Semantic Web vision, but the ability of current-generation web technology to handle uncertainty is extremely limited. Recently, there has been a groundswell of demand for uncertainty reasoning technology among Semantic Web researchers and developers. This surge of interest creates a unique opening to bring together two communities with a clear commonality of interest but limited history of interaction. By capitalizing on this opportunity, URSW could spark dramatic progress toward realizing the Semantic Web vision. AUDIENCE The intended audience for this workshop includes the following: - Researchers in uncertainty reasoning technologies with interest in Semantic Web and Web-related technologies; - Semantic web developers and researchers; - People in the knowledge representation community with interest in the Semantic Web. - Ontology researchers and ontological engineers; - Web services researchers and developers with interest in the Semantic Web; - Developers of tools designed to support semantic web implementation, e.g., Jena developers, Protégé developers, OWL-API developers. TOPIC LIST We intend to have an open discussion on any topic relevant to the general subject of uncertainty in the Semantic Web (including fuzzy theory, probability theory, and other approaches). Each submission will be evaluated for acceptability by at least three members of the Program Committee. Decisions about acceptance will be based on relevance to the above topic list, originality, potential significance, topicality, and clarity. Since all accepted papers will be presented at the workshop, we require that at least one of the submitting authors must be a registered participant at the ISWC 2012 conference, and committed to attend the URSW workshop. PRESENTATION AND PUBLICATION URSW 2012 will be a full-day workshop divided into 4 sessions. The first session will start with the workshop's keynote presentation, which will be followed by technical paper presentations. Sessions two and three will be devoted to presenting our selected technical and position papers, while the remaining session will be planned in a format that invites an open debate on results, conclusions, and recommendations. We plan to convey a work meeting after the workshop, if the last session needs to be extended. All papers accepted to URSW 2012 will be presented during the workshop and published in the workshop proceedings. Authors of accepted technical papers will have 20 minutes to present their work, while authors of accepted position papers will have a 10-minute slot to share their ideas. After each presentation, 5 minutes will be allocated to questions from the audience. A new search paradigm is emerging, where the user perspective is completely reversed: from finding to being found. Recommender Systems may help to support this new perspective, because they have the effect of pushing relevant objects, selected from a large space of possible options, to potentially interested users. To achieve this result, recommendation techniques generally rely on data referring to three kinds of objects: users, items and their relations. Recent developments of the Semantic Web community offer novel strategies to represent data about users, items and their relations that might improve the current state of the art of recommender systems, in order to move towards a new generation of recommender systems which fully understand the items they deal with. More and more semantic data are published following the Linked Data principles, that enable to set up links between objects in different data sources, by connecting information in a single global data space: the Web of Data. Today, Web of Data includes different types of knowledge represented in a homogeneous form: sedimentary one (encyclopedic, cultural, linguistic, common-sense) and real-time one (news, data streams, ...). This data might be useful to interlink diverse information about users, items, and their relations and implement reasoning mechanisms that can support and improve the recommendation process. The challenge is to investigate whether and how this large amount of wide-coverage and linked semantic knowledge can be automatically introduced into systems that perform tasks requiring human-level intelligence. Examples of such tasks include understanding a health problem in order to make a medical decision, or simply deciding which laptop to buy. Recommender systems support users exactly in those complex tasks. The primary goal of the workshop is to showcase cutting edge research on the intersection of Semantic Technologies and Recommender Systems, by taking the best of the two worlds. This combination may provide the Semantic Web community with important real-world scenarios where its potential can be effectively exploited into systems performing complex tasks. A position for a post-doctoral researcher in the area of robust estimation is available at IDSIA (Lugano, Switzerland, www.idsia.ch) Occupancy degree is 100%. **Background In performing a Bayesian analysis concerning the unknown value of a parameter, one is required to express the prior beliefs about the parameter in the form of a prior distribution. However, prior information is often imprecise and cannot be expressed with a single prior distribution. In this case, an alternative approach is to express prior information in terms of a family consisting of all prior distributions that are deemed reasonable in representing one’s prior beliefs. Inferences should then carried out by considering the whole family of distributions. This approach is known as Bayesian robustness - examples are contamination models, intervals of measures, density ratio classes, etc. In the case almost no prior information is available on the parameter, the family of distributions should be as large (i.e., as least-committal, or as weak) as possible in order to describe this state of prior ignorance. In this respect, the class of families known as near-ignorance priors has recently been the focus of much research: these are models that express a minimal state of beliefs a priori, thus representing a condition of prior ignorance on some random quantities of interest, while always leading to informative posterior inferences. Prior near-ignorance models can be regarded as an objective-minded approach to inference, in that prior beliefs are maximally weakened in favor of information coming from data. Therefore the project will be mostly based initially on methodological developments at the theoretical level. [SIPTA] risk analysis

Dear Friends, I am currently attending a joint conference on risk and safety analysis PSAM/ESREL in Helsinki, Finland (my presentation was at an uncertainty session organized by Matthias Troffaes). I have learned a lot about risk analysis, the corresponding problems are very interesting and often misundertood. Misunderstanding comes from the fact that the word `risk' has two different meanings: in financial applications, any possibility to lose momey -- whether we know its probability or not -- is called risk. In this sense, taking risk into account is a part of normal decision making. In engineering applications of risk analysis, however, risk usually refers to rare events, events for which normal decision makers are not good in taking them into account. For example, when designing a nuclear power station, an offshore oil platform, or a space station, we need to take into account vey rare events, events that may lead to catastrophic consequences, such as an unusual strong earthquake at the location of the nuclear power station. To properly take such rare events into account, we need to estimate the probability of such an event. For usual events -- e.g., small earthquakes -- we can estimate their probability by looking into the past records and estimating the frequency of similar events in the past. For rare events, we may have one record in the distant past or no records at all, so we cannot estimate their probabilities as simply frequencies. Instead, we can, e.g., estimate the frequencies of earthquakes of different strength s and extrapolate -- e.g., if these probabilities follow the power law A*s^(-a) for some constants A and a -- to the desired strength S. As a result of an extrapolation, we do not get precisely known probabilities, we need imprecise probabilities -- and many imprecise probability techniques such as p-boxes (bounds on cumulative distribution functions) are indeed actively used in risk analysis. In the extrapolation, we can also use expert knowledge -- and several talks described how fuzzy techniques can be used to capture such knowledge. Risk analysis is an extremely important but still under-developed part of engineering design. I would like to join the conference organizers and participants in encouraging researchers to contribute ideas and results.

Description of the research environment Heudiasyc is a joint laboratory with the Université de Technologie de Compiègne (UTC) and the French governmental agency for research (CNRS). In 2011, it was rated A+ (the highest rate) by the French Research evaluation agency (AERES). Heudiasyc fosters interdisciplinary research on information science and technology including machine learning, uncertain reasoning, operations research, robotics and knowledge management. In 2011 Heudiasyc was awarded with an excellence project (LabEx) on the « Control of Technological Systems of Systems ». Research and teaching requirements The successful candidate is expected to carry out research on the management of uncertainty for the modeling and control of complex technological systems. The position is proposed within the framework of the « CNRS-Higher Education chairs » program and benefits from a reduction of the teaching service and a salary bonus during the first five years. We are looking for an outstanding candidate with a background in at least one of the following areas: - Theories of uncertainty (Bayesian networks, belief functions, possibility theory, imprecise probability, decision under uncertainty, preference modeling, etc.); - Machine learning and data mining (analysis of complex data, learning with weak supervision, etc.); - Combinatorial optimization (stochastic/robust/fuzzy optimization, probabilistic constraints, etc.); - Robotic perception (multi-sensor fusion, machine vision, etc.); - Reliability and system safety (risk management, modeling of epistemic uncertainty, etc.); - Artificial intelligence (uncertain reasoning, representation of uncertain knowledge, logical approaches to uncertainty, etc.). Teaching is expected at the Master level in the Engineering program at UTC and in the newly created Master program on Complex Technological Systems. Prerequisites for this position are a university degree, a doctoral degree and teaching skills at the university level. International experience as post-doctoral fellow and/or in collaborative research with industrial or international academic partners would be highly appreciated. The candidate should be ready to integrate in a multinational team and must be fluent in English. French language skills are beneficial. A new search paradigm is emerging, where the user perspective is completely reversed: from finding to being found. Recommender Systems may help to support this new perspective, because they have the effect of pushing relevant objects, selected from a large space of possible options, to potentially interested users. To achieve this result, recommendation techniques generally rely on data referring to three kinds of objects: users, items and their relations. Recent developments of the Semantic Web community offer novel strategies to represent data about users, items and their relations that might improve the current state of the art of recommender systems, in order to move towards a new generation of recommender systems which fully understand the items they deal with. More and more semantic data are published following the Linked Data principles, that enable to set up links between objects in different data sources, by connecting information in a single global data space: the Web of Data. Today, Web of Data includes different types of knowledge represented in a homogeneous form: sedimentary one (encyclopedic, cultural, linguistic, common-sense) and real-time one (news, data streams, ...). This data might be useful to interlink diverse information about users, items, and their relations and implement reasoning mechanisms that can support and improve the recommendation process. The challenge is to investigate whether and how this large amount of wide-coverage and linked semantic knowledge can be automatically introduced into systems that perform tasks requiring human-level intelligence. Examples of such tasks include understanding a health problem in order to make a medical decision, or simply deciding which laptop to buy. Recommender systems support users exactly in those complex tasks. The primary goal of the workshop is to showcase cutting edge research on the intersection of Semantic Technologies and Recommender Systems, by taking the best of the two worlds. This combination may provide the Semantic Web community with important real-world scenarios where its potential can be effectively exploited into systems performing complex tasks. ==================================================================== WPMSIIP 2012 (10-15 Sept 2012, Munich, Germany) --- 2nd Announcement ==================================================================== Dear friends and colleagues, The Working Group on Foundations of Statistics at the Department of Statistics, LMU Munich, organizes a workshop on principles and methods of statistical inference with interval probability. This workshop is a follow-up to four earlier WPMSIIPs held in Durham (2008, 2010), Munich (2009), and Ljubljana (2011). The WPMSIIP workshop runs from Monday 10 September until Saturday 15 September 2012. Each of the five workdays is focused on a specific topic, while on Saturday 15 an excursion is planned. The major aim of the workshop is to stimulate discussion of ongoing research in imprecise/interval probability theories, providing a platform to discuss unsolved problems and to address unanswered questions. Therefore, especially the afternoons are structured very informally.
