FYI -----Original Message----- From: SMPS2020 Dear colleagues, As you certainly know, the undesirable circumstances in connection with the COVID-19 have not improved enough with respect to the ones we had some months ago, causing the delay in organizing the 10th International Conference on Soft Methods in Probability and Statistics (formerly SMPS’2020). The uncertain situation and the way it is still affecting Spain (organizing such an edition) and most of countries in Europe, America, and so on, have moved us, in agreement with Core SMPS Group, to decide to stop with the former and even the second plannings for the conference. As we have already commented, because of the nature of this conference, we have discarded to consider a virtual version. It seems much better to postpone it waiting for the moment in which uncertainty only concerns our research topics (hopefully in 2022). We will inform you all in a more accurate way in due time. Dempster in the context of statistical inference, and was later developed by Glenn Shafer as a general framework for modelling epistemic uncertainty. These early contributions have been the starting points of many important developments, including the Transferable Belief Model and the Theory of Hints. The theory of belief functions is now well established as a general framework for reasoning with uncertainty, and has well understood connections to other frameworks such as probability, possibility and imprecise probability theories. The BELIEF conferences (sponsored by the Belief Functions and Applications Society https://www.bfasociety.org/) are dedicated to the confrontation of ideas, the reporting of recent achievements and the presentation of the wide range of applications of this theory. The first edition of this conference series was held in Brest, France, in 2010, the second edition in Compiègne, France, in 2012, the third edition in Oxford, UK, in 2014, the fourth edition in Prague, Czech Republic, in 2016, and the fifth edition in Compiègne, France, in 2018. The Sixth International Conference on Belief Functions (BELIEF 2021) will be located in Shanghai, China, on October 15-19, 2021, together with the 2021 International Conference on Cognitive analytics, Granular computing, and Three-way decisions (CCGT). It will be held totally or partially online depending on the evolution of the COVID-19 situation. Dear SIPTA members, This is a call to participate in the project to collectively translate Vladimir P. Kuznetsov's 1991 “Interval Statistical Models”. If you are interested, please read on and reply to me at e.quaeghebeur(a)tue.nl to indicate your degree of interest. *** Kuznetsov's 1991 “Interval Statistical Models” is an early text in the domain of imprecise probabilities <http://www.sipta.org/index.php?id=kuznetsov>. It is currently only available in Russian. Some years ago, SIPTA was allowed to make the text freely available <http://www.sipta.org/index.php?id=res#kuz>. SIPTA also has been given the right to create a translation of the text. A project to enable such a collective translation of the book has been set up under the umbrella of SIPTA, initiated by Enrique Miranda and myself. With the help of some others, we have done a first effort, to show that a full translation is feasible, given time and persistence. The current state can be found at <https://surfdrive.surf.nl/files/index.php/s/hAgjxS8SyGhxmUt>. The end goal is a publishable translation, but the effort may prove useful long before that goal is reached. Everyone can contribute and is encouraged to participate. People that know Russian are obviously very valuable as translators or translation-correctors. However, many tasks do not require knowing Russian (beyond Google translate): transcribing math, recreating figures in TikZ, looking for translation grants, recruiting native Russian speakers, project management, etc. We track individuals' contributions, so that everyone involved can be given due credit. The project is housed on GitHub, as a (currently) private organization. Its aim is to bring together active researchers in this broad field within knowledge representation and reasoning (KRR), including belief revision, uncertain reasoning, reasoning about actions, planning, logic programming, preferences, argumentation, causality, and many other related topics including systems and applications. NMR has a long history - it started in 1984, and has been held every two years since then. Recent previous NMR workshops were held in Tempe (2018), Cape Town (2016), and Vienna (2014). In recent years, it has gained in importance due to the increasing relevance of machine learning for practical applications, many of which are coming with safety requirements. In this regard, new problems and challenges have been identified by machine learning scholars, which call for new methodological developments. Indeed, while uncertainty has long been perceived as almost synonymous with standard probability and probabilistic predictions, recent research has gone beyond traditional approaches and also leverages more general formalisms and uncertainty calculi. For example, a distinction between different sources and types of uncertainty, such as aleatoric and epistemic uncertainty, turns out to be useful in many machine learning applications. The workshop will pay specific attention to recent developments of this kind. This workshop will be preceded by a tutorial, which provides an introduction to the topic of uncertainty in machine learning and gives an overview of existing methods and hitherto approaches to dealing with uncertainty. ---------------------------------------------------------- Aim and Scope ---------------------------------------------------------- The goal of this workshop is to bring together researchers interested in the topic of uncertainty in machine learning. We solicit original work, which can be theoretical, practical, or applied, and also encourage the submission of work in progress as well as position papers or critical notes. Dempster in the context of statistical inference, and was later developed by Glenn Shafer as a general framework for modelling epistemic uncertainty. These early contributions have been the starting points of many important developments, including the Transferable Belief Model and the Theory of Hints. The theory of belief functions is now well established as a general framework for reasoning with uncertainty, and has well understood connections to other frameworks such as probability, possibility and imprecise probability theories. The biennial BELIEF conferences (sponsored by the Belief Functions and Applications Society https://www.bfasociety.org/) are dedicated to the confrontation of ideas, the reporting of recent achievements and the presentation of the wide range of applications of this theory. The first edition of this conference series was held in Brest, France, in 2010, the second edition in Compiègne, France, in 2012, the third edition in Oxford, UK, in 2014, the fourth edition in Prague, Czech Republic, in 2016, and the fifth edition in Compiègne, France, in 2018. The Sixth International Conference on Belief Functions (BELIEF 2020) will be held in Shanghai, China, on October 23-25, 2020. Submission and Proceedings ======================= The proceedings of the BELIEF 2020 conference will be published by Springer-Verlag in a volume of the Lecture Notes in Artificial Intelligence (LNCS/LNAI) series and indexed by: ISI Web of Science; EI Engineering Index; ACM Digital Library; dblp; Google Scholar; IO-Port; MathSciNet; Scopus; Zentralblatt MATH. Previous BELIEF proceedings can be found on SpringerLink. Authors should consult Springer’s authors’ guidelines and use their proceedings templates, either for LaTeX or for Word, for the preparation of their papers. Springer encourages authors to include their ORCIDs in their papers. In addition, the corresponding author of each paper, acting on behalf of all of the authors of that paper, must complete and sign a Consent-to-Publish form. The corresponding author signing the copyright form should match the corresponding author marked on the paper. Once the files have been sent to Springer, changes relating to the authorship of the papers cannot be made. IJAR Special issue ============== Authors of selected papers from the BELIEF 2020 conference will be invited to submit extended versions of their papers for possible inclusion in a special issue of the International Journal of Approximate Reasoning.
